“The basic purpose of Public Law 94-142 was to assure that all handicapped children receive ‘a free appropriate public education which emphasizes Special Education and related services designed to meet their unique needs’” (Ravitch, 1983, p. 308). Comments: Public Law 94-142 required an “individualized education program” (IEP) for each handicapped child. |
