Conduct a Quasi-experimental Design evaluation Of the New York Philharmonic’s School Time Initiative (STI) at PS 19

Overview This is a proposal to conduct a longitudinal (three-year), three-experimental group (two treatments and one control), quasi-experimental design evaluation of the New York Philharmonic School Time Initiative (STI) at PS 19, in Queens, New York. PS 19 is the largest Elementary School in the nation and its need for music education in general and NY Philharmonic residency education in particular is high, as music education in this school is slight. The three-experimental groups of the STI are: 1) A music residency that has been in a school and although it is new to students who are third graders, the five teachers and one teaching artist are quite familiar with how the residency will work; 2) a music residency that is new to students and is new to teachers and the teaching artist, and a control group of students who do not get the residency but who otherwise are in the same school and the same grade as the two other experimental groups. The New York Philharmonic has already implemented a five-classroom program (there are over thirty 3rd grade classrooms at PS 19) and will double its commitment for free during this longitudinal study. By this rigorous three-year, three-group, longitudinal quasi-experimental design, we will be able to evaluate the New York Philharmonic in delivering a music residency and accurately capturing any effects it might have on student scores in Music, ELA, and Math.
Purpose The purpose of this three-year, three-group, longitudinal evaluation is to take the nationally known New York Philharmonic STI music residency and understand its effect on student performance measures such as music audiation and New York State tests in ELA and MATH in the largest and one of the poorest elementary schools in the nation. The New York Philharmonic has three goals in initiating this work: (1) a strengthened standards-based music residency education, (2) an integrated music curriculum with other core elementary school curriculums, and (3) improved academic performance as measured on traditional Music, ELA and Math standardized tests. The purpose of the evaluation is to see to what extent a music residency program has on student achievement.
research Question The research question that will guide this work is, "to what extent can the New York Philharmonic School Time Initiative (STI) at PS 19—as tested in various stages of residency development (established, new, not-involved)—affect student achievement?”
